You won't be able to get a good wreslting ring for anything under $ 5,000, if you want a cheap route just get some wrestling mats.

If you look at a real wrestling ring when it is being disassembled (like the traveling ones do after a show) you will realize that there is a lot of wood, fasteners, double rolls of matting, and other hardware. I don't think it is a DIY project. It is the clever use of the materials and their assembly that protects the wrestlers yet makes loud noises when they are body slammed onto the mat. That doesn't come cheap.

Is anything "cheap" really "good"? I've disassembled quite a few and there's alot of stuff you can't do by yourself. If anything you'll need a welder, carpenter and lots of people who can find you the things you need. You really need to know what you're doing or someone will get seriously hurt. Take it from me, either buy one new or used, don't do it yourself.

my buddies and i wrestled on a loose hay pile, about fifteen feet high and about ten foot square. that was fun until we fell off...that was painful. after that, we just made a mess out of the living rooms.

those packing wooden crates that fork lift trucks use. and some card board bokes on the bottom to cushion. you can get loads of boxes free from shops and supermarkets.
