That's a symptom of kwashiorkor. It's a protein deficiency caused by severe malnutrition. Edema (fluid and swelling) is what causes the enlarged stomach.

Wabby ,I think a better question would be ,why are children starving when some countries are so wealthy that no one need to go hungry.Look at the amount of food wasted in Western countries on a daily basis.It is beyond comprehension why and I don't have any answers.I can't imagine being the parents of a starving child and not being able to give them basic nourishment and clean water.
