some of the stalks are brown and some are green i bought it and planted it in well drained soil about 3 weeks ago and it still is not growing or getting any growth as of yet is it dead

Dead wood, detected by dark or obviously discolored bark, can be checked by cutting a cane to see if there is a green line rimming a white center, alternately dead tissue is dark brown beneath the bark. When you scrape with your fingernail a healthy cane is green on the surface and a lighter-to-yellowish green beneath the bark.

You have to give it lots of water and also feed it plant food. After you feed it some rose food you should see lots of new growth in about a week. Make sure that you don't have a pest problem, because this can kill it. Water in the morning and give the bush a few strong shots of water underneath leaves and on top which will remove pests that might be on bush. It's all trial and error, but so worth a rose!!!

Make sure it is getting some water. I trasplanted one about a month ago, and it is doing similar. It can depend on quality of soil, or if the rose was damaged by sitting too long in the root bag (if you purchased it). You may want to give it some rose food, but it will get going eventually. Cut off any dead leaves.

Give it some time. It first wants to get its root settled.

Did you plant it bareroot or from a pot?

If you planted it bareroot, did you place the roots over a "mound" of dirt and then place the dirt over the whole thing?

Roses need full sun. Don't water at night so you don't get white fungus on the leaves. Feed with Miracle Grow for Roses once every 2 weeks.

gree leaves means it is alive.
no leaves or dry and discolored probably means it is dead
