Because all people are different and the patterns on the skin reflect this. Technically, the difference in fingerprints and the rule that "no two are alike" has to do with the measurement method. If you set up a system with only six differences (swirls, Y's, loops) then there could be 64 differences on a finger and a full set would be 64^10. But since the FBI standard grading system has several dozen points per finger, the coding limits duplicates in a single print to several hundred million and multiple prints to billions. Of course, there are billions on earth, so other evidence - like I was in jail in New Mexico - has to be considered.
