i have a house in pa and florida, i would like to buy a car leave it in florida, i live in pa most of the year

Yes, but registration will be sent to your address of record ( the one on your license).

You can register cars in any state you want regardless of license. You will have to have the car titled in Florida, which could be a pain if you bought it in Pennsylvania. Check the economics.
