Things to try:
Readjust the display resolution & advanced settings
Reinstall display drivers or updated drivers from manufacturer of monitor
De-gauz the monitor with the On Screen Display buttons
& use OSD menu to readjust settings and see if that makes a difference.
Make sure that the current resolution is set to suggested size
Adjusting the refresh rate helps when the display is fluttering or moving, flickering more than anything.

First, make sure your refresh rate is at 60 Hz and make sure your desktop resolution is set to the LCD's native resolution.
Next, if you are using an analog VGA cable, put up a screen with a lot of text and hit the auto setup button on the monitor.
If you can, running over a digital DVI link will produce a more consistent image compared to analog VGA.
Next, check your font smoothing setting.
Under XP
Display Properties - Appearance tab - Effects button.
2nd Item - Use the following method to smooth edges of screen fonts - clear the tick box and click OK. Click Apply on the Display Properties window.
Font smoothing deliberately blurs the text slightly so that diagonals and curves in characters do not have jagged edges.

I am going to assume that text on your computer was NOT fuzzy before you purchased the monitor. In that the case, we can narrow down all the possible causes to only those relating to the monitor.
First of all, did you install all the necessary software that came with the monitor? If not, you should do so. Most monitors come with calibration utilities that help you adjust the resolution of your screen, so I suggest running those.
Second, run windows update and check if your video codecs are up to date. If not, download and install the latest version.
Lastly, if the text still appears fuzzy, I recommend downloading a copy of Microsoft's "ClearType Tuner PowerToy", available at http://www.microsoft.com/typography/ClearTypePowerToy.mspx. It has been shown to significantly improve the quality and readability of text on most computers.

try changing the refresh rate of your monitor:
Right-click desktop, click properties, click settings tab then click the advanced button. should have monitor tab in the next window pops up. before changing make sure the box is ticked to hide modes this monitor cannot display. change the refresh rate to either the highest you can go or around 70-75.

well if you just bought it take it back and have it serviced under warranty, thats your best bet

maybe your video card isn't compatable with the moniter. this has happend to me
