that means, if they could have asked for anyone in the whole world, meaning whoever they think is the best looking, sexiest, hottest, sweetest, nicest, whatever - they could not have gotten anyone better than you.
it means you are better than they could have imagined.
it's a very nice thing for someone to say to you. :)

It means if they could have picked everything that they wanted in a person they could not have received someone better than you. It's a compliment.
