They are outside because that's where the war is.

The sun is scorching because that's the way the sun acts.

The soldiers are wearing all those garments because it's the soldier's uniform that is designed to protect them.

You would rather have them inside?

believe it or not, but in some ways its more comfortable, in the middle east, they wear heavy thick robes because the temperature outside is over a hundred and ten degrees, the body's temp is only 98.6, so by keeping your body heat inside the garments is actually a way of air conditioning.

Those "garments" protect our men and women from getting killed by a gunshot. The majority of it is protective gear that helps keep them alive a little longer, keeping them safe from most shrapnel and bullets. It is a necessary "evil".

Protection from the sand, protection from bugs, if they were in the sun without all those clothes they'd burn up. Look at the people who live in those places, they cover their whole bodies with clothing as well because it's so stinking hot there.

because that is the environment in which the war is being taken place. That means, if they want the security of the gear, they will wear it. Pretty simple actually.
