Any bank will do it, you just may have to call ahead a day or so if you want a larger amount. I never get any cash before going to Europe/Germany. I rather take my Mastercard-Debitcard and get cash at an ATM in a banks in Europe. MAstercard should work at almost all European ATM's since they are partners with Maestro (the European EC-card company). The exchange rate with the card is also better than any exchange rate that you will get at a bank in the US.

Most banks can... but the fees will be high and rates poor.
At the airport there's probably a Bureau de Change... also likely to have poor rates.
Wait until you're in europe then hit the ATM in the airport and you'll get better rates.

You will find that most travel agents and holiday booking offices will have exchange facilities of some form or another, so just explore a few in the city or even downtown. I'm sure you will have success in a very short time.Good hunting.
