I've always been partial to dBase but Access should be able to do the job as well. You will need to define sharing protocols, which may be best done at the network administrator level. You also need to consider who can update the information and how many can be on line at one time. The structure of the database will be one task you have. The administration and control as well as report creation are separate tasks. Have fun and if it is your first database, take your time and ask as many questions as you feel are necessary. Do the job right the first time and score mega bonus points.

Another thing to consider is the FREE Microsoft SQL Express edition, and the lite version of it as well. These products are free from Microsoft download.

I wouldnt recommend Access for 15 users unless its a really basic system, what you choose will depend on what you want to use it for.

That is a possibility. Assuming you are asking here because you do not have an IT guy at your place of work, I would say that that would be your best plan of action, as anything else would be a little more complicated.
