The general idea is that workers should not download and/or read their personal mail on company time.
You can structure your proposal around that idea.

A company could have an email account for each worker in need to have one, that account would be different from the worker personal account.

I would say the following items should be part of a code of conduct for workers using Internet/Email:

Do not send so many emails that the system bogs down and cannot work.

Use no profanity.

Do not randomly send emails with no valid purpose.

Do not repeatedly send the same email over and over to the same people or others until you receive the answer you want.

Be Courteous

Be honest with comments and information about work and co-workers.

Respect co-workers time by only sending necessary emails.

Harassment is strictly forbidden in any form.

The sending of spam (definition might be needed to be included) from the cooperate domains to any email account is punishable by termination.

Identity theft is grounds for termination and criminal prosecution.

Non-work surfing or visitation to sites for any reason not job related is restricted to lunch break time and before/after business hours. This includes personal email.

Political, religious, or ideological mailings sent from our domain is forbidden. News articles can be forwarded only if the material is job related.

Pornography is not allowed. The visiting to pornographic sites, or the downloading of pornography, or the uploading of any pornographic images, text, or audio clips is strictly forbidden.

Management reserves the right to monitor Internet activity and holds within its power the right to terminate employees for abusing the privileges granted by the management.

Management reserves the right to restrict Internet and Email access to its employees for any reason. This may be applied to individual employees or all employees as the management sees fit.

Management reserves the right to alter or change policies reguarding Internet and Email activity.
