Bergenia is a classic border plant, green in summer going red in fall. Gaillardia can come in a wide array of hot colors. . Border foliage might include Heuchera's, or Dianthus might hit the spot if you want some scent, like 'Bats Double Red' and the very dark red Sweet Williams. Erysimum linifolium ‘Wenlock Beauty’ Dark-leafed and evergreen with bronzy mauve, buff yellow, and rosey tones it its flowers, this is one of my favorite wallflowers.
Ajuga 'Bronze Beauty' and Heuchera 'Palace Purple, warm rich foliage pair well and are low. Add to the color with Carex buchanii, a mocha brown foliaged leatherleaf sedge.
Consider Sedum 'Honeysong' and 'Rosy Glow' for a rich late summer alternative to the yellows and golds that dominate the season. Muave and plum can add rich and subtle color effects and anchor pastel borders.

Ivy is low growing, but may need to be cut back if it gets in your path. Miniature roses, and there are many varieties, would be beautiful. Verbena and other low height plants are a good choice as well. I love phlox, too and it doesn't get too tall. Violas and violets are good, but not for a completely sunny garden. Google "garden border plants" and you will get many to choose from.
