If they're swimming around like they're gasping for air, there's a problem. Do you have a filter or air pump and airstone to produce circulation to bring dissolved oxygen to all areas of the tank? Check your water temperature to make sure your heater isn't malfunctioning - the warmer the water, the less dissolved oxygen it can hold.

Also, if neither of these seems to be the cause, test your water for the amount of ammonia and/or nitrite, especially if your tank is less than 2 months old, or you've done a major cleaning or used an antibiotic in the tank recently. All these can affect the beneficial bacteria that remove the toxic ammonia and nitrite by converting them to nitrate. If you aren't able to test your water, do a 25% water change and see if that helps.

some fish can only stand certain amounts of water pressure, but it may be the lack of air on the bottom of the tank, you should get a bubble wall or some kind of airrator to the bottom.. you can have fun with this by putting the airrator under neath a ship wreck scene or getting one that connects to a motion decoration. make sure you are doing a 25% water change each week and keeping the temperature at a stable 72oF or depending on what you have in the tank....
