"On 1803-04-30, the Louisiana Purchase Treaty was signed by Robert Livingston, James Monroe, and Barbé Marbois at Paris. Jefferson announced the treaty to the American people on July 4."

"The United States Senate ratified the treaty with a vote of twenty-four to seven on October 20; on the following day, it authorized President Jefferson to take possession of the territory and establish a temporary military government. In legislation enacted on October 31, Congress made temporary provisions for local civil government to continue as it had under French and Spanish rule and authorized the President to use military forces to maintain order."

"France then turned New Orleans over on 1803-12-20. On 1804-03-10, a formal ceremony was conducted in St. Louis to transfer ownership of the territory from France to the United States."

"Effective on 1804-10-01, the purchased territory was organized into the Orleans Territory (most of which became the state of Louisiana) and the District of Louisiana, which was temporarily under the control of the governor and judges of the Indiana Territory."

"western half of the Mississippi River basin purchased in 1803 from France by the United States"

"There are good reasons to believe that French failure in Santo Domingo, the imminence of renewed war with Great Britain, and financial stringencies may all have prompted Napoleon in 1803 to offer for sale to the United States the entire Louisiana Territory. At this juncture, James Monroe arrived in Paris as Jefferson's minister plenipotentiary; and even though the two American ministers possessed neither instructions nor authority to purchase the whole of Louisiana, the negotiations that followed, with Barbé-Marbois acting for Napoleon, moved swiftly to a conclusion."

"A treaty was signed on May 2 [1803] but was antedated to April 30. By its terms the Louisiana Territory, in the form France had received it from Spain, was sold to the United States."

The United States purchased the vast territory of Louisiana from France in 1803 for 80 million francs (15 million dollars). In 1804, the Lewis and Clark expedition set out to explore and record important scientific details about this land and its river systems.

The treaty was dated April 30, 1803, and was signed on May 2. On July 14, 1803, the treaty reached Washington D.C.

The transfer finally took place on November 30, 1803, just three weeks before the cession to the United States.
