The seal in the chock could be leaking causing the plug to foul.Plus what ever Guardrail says.

Could be a couple of things. Try replacing the plug. Do you see any lines down the outside of the spark plug? This is carbon tracking which is build up of carbon in small cracks in the plug. These cracks break down the insulation of the porcelein and allow some spark power to travel down the outside instead of the inside causing incomplete combustion which causes fouling. Could be your coil (the bit that the high tension lead to the spark plug comes from) is on the way out. Could be contaminated fuel..

Make sure the air filter is clean. The bike is almost 20 years old. If the top end (piston, rings, cyl) hasn't been rebuilt, then it's time. 2 strokes are meant to be rode WFO (wide f'n open) before shifting gears. Otherwise the oil won't get fully burnt and foul the spark plug.

Try adjusting the valves.
If they are tight and not sealing, the fuel wouldn't get fully ignited and foul the plug.

fouled can mean diffrent things, if its wet get a hotter plug. if its burnt try a cooler one

try a new plug with the correct gap if that doesnt work then you need to have coil and charging system checked
