Hi,
OKay, so This upcoming college year, I will be moving out and into a dorm. I am 20 years old (a transfer student), so I like to consider myself fairly competent when it comes to responsibilities. As a nice bit of home, I want to puchase a fish for my dorm why I don't know what kind. I REALLY wanted a dwarf puffer but they're too high maintainence considering power frequently goes out in Washington and could lead to the death of the poor thing. I want it to have a LOT of personality still (like the puffer fish is supposed to have).
Any advice?

If you have room for a 10 gallon tank and are willing to keep only the one dwarf puffer, then you should be fine even with the potential for power outages. With a high enough water to fish ratio, your puffer would be fine for a day or two with no power.

You can add to the safety margin by keeping a battery operated air pump and air stone handy for such occasions and by using some live plants in the tank.

Any fish you choose other than a betta will need a tank with a filter. Everything other than goldfish will need a heater. Plan to have a tank with at least 1 gallon of water for every inch of the fish's adult size. Any freshwater community fish is fairly easy to care for. If you are worried about power outages though I would stick to a betta. That's the only one that can survive without a filter, and a power outage can kill others.

Bettas are great fish, each has a unique personality, get them a nice 3-5g tank and set them up with some plants and cave. Water can be filtered or unfiltered and they can survive a wide temp range 65-90 with 75-80 being ideal.

Do not buy some crummy betta specialty item, they are way over priced and way to small for the betta.
