I assumed its fin-rot. Changed water, added salt to increase electrolytes, I treated the tank with Jungle Fungus Eliminator...twice. I know there was fungus because I a platie in the same tank showed symptoms of fungus also and now the platie seems much better. (Community 7 gallon tank, two platies, three guppies, a snail and the betta) Actually the betta looks much better also, the residue on his top fin has reduced, and he seems much more active and happier. But the residue isn't going away completely. How long does it take for this to go away? Does the fin have to grow out healthy fin? Should I consider a quarantine tank and treatment with Tetracycline? Or should I wait and be more patient?

What to do next really depends. If you are sure it's fungus, continue the treatment for at least 1 week, 10 days is better. The fuzziness associated with fungus should disappear before then but you will want to continue the treatments to be sure it's eliminated.

If you see no fuzziness, or the symptoms don't improve in a week, then you may have fin rot. In that case the yes, quarantine and treat with an antibiotic such as tetracycline. Again treating for 10 days.

It is also possible you have both. Fungus often attacks weakened fish so it could have gotten fin rot and then a fungus in addition to that.

The damaged fin will take some time to grow back out, maybe as much as a month.

I have about 10 bettas. You should just wait about a week for the longest. Kepp doing the doseage every day for a week (if it takes that long) then do a 25% water change. With the rate your fish is going he/she should be healed in no time!
