Believe it or not.....try the WalMart!
They do all their stuff in China , and tons of girls there have small breast.
You can even find them in 1/2 sizes and beginners, I have tried most of the brands, from Perla, Valentino to department store and I still get some at Walmart, they are cheaper, and actually have good quality Victoria Secrets are horrible, never use them , stay away from them!
Later you can get some in your department store Nordstroms, JC Penney's , etc

I know exactly what you're going through... in fact I going through the exact same thing right now!! You can try Limited Too, if there is one in your area. Their smallest size is like a 30A, and they have a variety of different kinds , padded or not.
American Eagle's Aerie line has really cute and comfortable , and also they have a variety of Bras and Underwear.
When getting a bra, the number one thing is to make sure that you're comfortable. Try not to get a bra that's like 2 sizes to big. I recommend trying different bras on at the store, just to see which one fits your standards!

I have a very similar situation. My cousins gave me these padded bras but they rub too much and they seriously itch. I went to Limited Too and bought the size 30 white bra. It fits like a glove and is REALLY comfortable. They're kind of pricey, but in a practical range. There are lots of sales going on though, so that's good.

Try Jockey tshirt bra # 1317
JCPenney has some smaller sizes in their catalog.
Macys
Warning - bras should either be lined or padded, so you can't see through them!
Wash all bras with hooks closed, on gentle
Hang bra to dry [ dryer will make cup and liner shrink unevenly, making bra lumpy ]

Every one is different- what is comfortable to me may not fit you. Your best bet is to go into a department store and try on anything and everything you can find in your size.

Try Gap Body. You can probably get something that's less structured, something without wires there. Don't wear them until you have to!
