Not all reports use headings. They are good if you are writing a particularly long report; it helps organize the various parts.

One piece of advice that I have heard about writing reports: Consider starting with a question. Starting this way will get your audience thinking about the topic of the report, and it will draw their attention. The same effect can be made using a famous or thoughtful quote.

Typically, the first or second paragraph of a report lays out what topic will be discussed in the report and the objective of the report (persuade, inform, discuss). The next paragraph gives some background on the topic. (If the topic is well-known, this paragraph should be short. If the topic is something like astrophysics, you may want to go into some detail, and maybe stretch this part over 2 paragraphs.) The next few paragraphs should be the "heart" of the report: It should fulfill the purpose of the report. The last paragraph should "wrap things up." You might consider restating the question at the beginning of the report (if you used one), as the reader might respond to it differently after reading the report. You might also consider giving another quote related to the topic. You might also encourage your audience to do their own research on the topic.

I follow a very basic format when writing a report:
1. Tell them what you are going to tell them.
2. Tell them
3. Tell them what you just told them.

In short, give a brief overview of the subject and the main points you are going to cover.
Next, go into the appropriate level of detail for your report and discuss the points you already told them about.
Lastly, wrap up by telling them your points again. If you are doing a persuasive paper, you need to include pros and cons for each topic and clearly state which choice you support and why.
