I personally love Paul Rodgers, don't love Bad Company as much as other bands, but I love his voice.
And your favorite?

Chris Cornell: Solo artist, also the singer from Soundgarden, Temple of the Dog and Audioslave. To me he's one of the best singers from the 90s, when he got his break with Soundgarden.

He has a very strong voice and sings with a lot of conviction. He also has a big range. One minute he can sing low to mid-level in melodic tone, then when the chorus hits he's wailing away with the best of them. (Example, "No Such Thing" as a solo artist, "Show Me How to Live" by Audioslave)

He can potray a wide array of emotions with his voice, and his song writting skills are very deep, little if anything of what he sings about is trivial. (example: "Black Hole" Sun by Soundgarden, Like A Stone By Audioslave).

I'd recommend any of the songs I all ready made an example of, but I'd also highly recommend "Say Hello 2 Heaven" by Temple of the Dog.

I'm also not the biggest Scorpions fan ever, but I do like Klaus Meine. He also sings with a lot of conviction, and is a very good tenor on top of that. Just listen to the song "Still Loving You." Especially towards the end of the song at it peaks. The Scorpions have the knack for a good rock balad (as well as hard rock) since Klaus's voice

I believe also comes through strong in Send Me an Angel, Holliday, My City, My Town.
Not to mention that since the Scorpions are a German band singing in english, the German accent is visable in their music, and I think that does give them a bit of uniqueness amongst English singing rock groups.

I also like Brett Smith, the singer from Shinedown. Here's another singer with a powerful voice and strong conviction here (notice a trend here with some of the singers I like?). It seems the rest of the band feeds off the strong energy from their lead singer. It seems that Shinedown pulls from a lot of emotion, but keeps it maintained in poetic art-form with a musical style that's more comparable to 90s bands likey Alice in Chains, Soundgarden, Stone Temple Pilots, etc. than many of today's "emo" bands.

I think one of the artists out there who could actually pull of a Soundgarden cover other than Chris Cornell, it's probably Shinedown that would do a pretty good job on the right song.
Anyway, for Shinedown, I'd recommend the songs "Fly From the Inside," "Better Version" "45" "I Dare You" and "Beyond the Sun"
