The answer to your main question, "Can a psychiatrist hold an individual against their will" is yes. They can do what's called a 51-50. It's a 72 hour hold in a psychiatric ward.
The answer to your secondary question is No. The Psychiatrist, no matter via the Foster Parents or not, has no legal grounds to hold some at a residence against their will. And, in fact, even though some are arrogant enough to threaten a person to put them in a 51-50 if someone isn't caring for them, they can't do it without first calling the police. And, the police would have to find and then determine that your friend is a threat to herself. Upon that time, they would take her to a psychiatric ward for an on-call psychiatrist to assess a 51-50.

you might not know her whole history. she could be normal in your eyes and sometimes when you think some one is normal you are sadly mistaken. as a former ward of the state i can say that no one can hold any one pass 18. unless commited to a mental hospital. but the fact that her foster parents are caring enough about her not to want her to leave you should think beyond your friends words. unless you have read her whole dcf record and know for a fact that she is normal to enter the world then you should stay out of it.

As far as I know, they cannot hold an adult against their will without a court order. Once you are an adult you can sign yourself out unless there is a court order stating that you must stay for a certain amount of time. This may vary from state to state.

You can't do anything. Does she need help from Dept of Health and Human Resources? For being of age and kept against her will. Drop a dime. Foster parents answer to DHHR.

Tell your friend to approach the court ( use an attorney ) and ask the court for a writ of habeas corpus. Then a determination will be made in court.

Find a good attorney, If a person has been committed for example suicide attempts yes they can hold you because you are a danger to yourself and society.
