Varies by age and when your facial hair the either bother you or becomes "inappropriate" to adults such as teachers.
My rule of thumb.....start shaving when the hair on you upper lip draws attention away from your school work,
For me? It was when I was 13....my Dad gave me a razor. Nice hint......

Like around 12 or 13 doesnt really matter as long as your not 8.

If you're male AND you have something to shave, around 15. Some ethnic groups, sometimes, never shave.

Don't start until you know you have to shave.
I realize that shaving makes you feel like you are a man.
Again, I repeat myself, do not do it until you have too.
If you start earlier......you will have such a mess of hair on your face that you
have to shave everyday.....
When you get older, you will thank me.

Whenever you feel right would have to be the best answer.
For me, it was when I was 12. I hate having hair on my upper lip or chin, it's just too annoying.
