Do I get public's signature and submit somewhere? How do I do this? I live in small city in Los angeles county.

Once you get one hundred signature, goto your mayor's office and petition for rent control cap. It usually goes in affect in two weeks after a hearing. If landlord doesn't comply immediately to this new ordinance, the landlord gets 6 months prison sentence and/or $10,000 fine. Good luck.

Good luck with THAT one. You can surely bring it up to your city council person, but expect a VIGOROUS fight from the landlords in the city. Given that they are many and YOU are one, don't expect to get very far.
