We have been at our apartment for 3yrs, cable satellites were allowed to be attatched to the balconies, now we have a new manager who is saying we must pay a deposit of $200 to have them on the balcony, does this seem right ?

It is very possible, depending on the terms of your lease, if you have one. Your lease rules until it expires. If you are month-to-month, they are allowed to make such changes with short notice. If you are on lease, you will probably have time until the lease expires, Expect that clause to be in your next lease.

Although it seems unfair, whenever management changes, they come in and "clean house". They pretty much are given control to enforce or create changes. You can only try to see if your Lease has anything that addresses the issue. In the end you are the tenant and you often get walked over. Good Luck.

most complexes hae policies that are subject to change without notice. when they are put into effect, you have to abide. if you are on a yearly lease, you might be able to talk to the office and get an extension until it is time to renew your lease, but you won't know until you ask.

if they're already there, i cant see why they'd be allowed to do that. check with the rent board in your city, it should be listed in your local phone book in the government/city listings.
