I've heard that try to bring you back by offering progressively cheaper rates so I wanted to find out if that was true.

I think you're close. We tried Netflix and quit and have since received at least one mailing from them with an introductory offer (i.e. temporary offer). I won't go back because of their "throttling" policy. We've been using Movielink instead, which is an online movie rental program. They don't have as wide a selection, but there's no subscription fee and it's cheaper than renting from the video store. Plus there's no chance that you'll get a DVD that someone's scratched up previously.
