maybe every one in the ne have a 1 and SE 2 and so on may be those in the NW have a 3 and SW a 4?

The police generally do not arrest people at the request of fly-by-night collection agencies. There are many dishonest collectors who threaten debtors and will say anything to try and get them to pay even if the charge is not legitimate. Do not give out any information! If they keep making threats, call the police. There is a law called the Fair Credit Reporting Act that is supposed to keep creditors from behaving this way. Sounds like "Lorenzo" needs a refresher.

Not personally, no, but I'm guessing that 1 in every 10 people has an ssn that starts with 2.
