If you have Windows Media Player:

If you burn the music to a CD and then rip the songs off back off of the cd, you can choose to have them ripped in mp3 format.

If you have iTunes:

iTunes will convert wma files into mp3 format when you add it to your iTunes' library. It does so automatcially and all you have to do is answer yes when it asks your permission to perform the conversion.

I'm assuming the WMA file was a download, and digitally protected.

The only way I know of is to burn it as an audio CD, then rip the audio CD track using Windows Media Player, which your computer comes with, or any number of other free player/burner/rippers, and rip it as an MP3.

the music is a download to start with so there is no possible way to do so

you have...windows media I guess....it comes with your xp or vista I guess.....ok , the file pass it to hi mat to a disc , then from the disc to a list..... voila.
