The answer to your question probably depends on the type of business you want to start, the fees and taxes associated with it the the laws the surround the business. There are some businesses that don't require a license because you are covered under the corporate umbrella of the parent company. Even though you are an independent agent of the company, it is still your business and grants you all the rights of a traditional business with less of the headaches. It sort of depends on your PARTICULAR business , I mean you an make a lot of money renting Jet Skis in Florida verses Arizona .. get it..
some states like Delaware have very generous tax and incorporation requirements and thus are more business friendly..

Unless you will be making millions, it really doesn't matter. You can register a business in most states for $100 or less. You can also expedite the business license if you go in person (instead of online).
