I am receiving a wireless network signal. How can I contact its administrator to ask him if he would be interested in sharing the connection and the cost?

Hang out of your window a big poster telling him to contact you. Or even better try to find him wearing preferably the least clothes possible or only your underwear. This should help.

Seriously now you could use netsend if you know his ip address. Try a pinger and scan the entire subnet to find his ip and use it to send him your phone number in netsend.

As far as I know, there is only one way to locate the person. Which is door to door canvassing in the area where the signal originates. There is no option like messaging or anything like that which will allow you to do this.

from what they will charge you,u can set your own wireless connection with a router. The wifi aministrator has a password if they give it to u, u can use it.

You knock on his door and ask him.
becareful though, if hes good and you are not, sharing a network could expose your data and may be your whole life to him.
