First I wanna say. Why do you want to make you lips look smaller. Fuller lips are considered really beautiful and people spend loads of money on colleagen injections to give them a nice powt. So if you wanna make them look small because of people teasing they are probably jealous or too immature to know what is beautiful.
If I cannot persuade you :-( I will let you know.
If you really wanna make them look smaller then use a pencil line on the inside of your lip line rather than the outside. Choose colours that do not draw too much attention to your lips.

Take a lip liner thats a bit darker than your lips. Then draw smaller than ur lips are.

Re-shaping your lips w/ makeup is a lot of work & doesn't look natural.
Here are some other ideas:
1) Wear semi-matte lipsticks or sheer lipsticks that are slightly darker than your own lip color. Dark colors make things recede/look smaller. Stay away from shiny lip colors because shine makes things look larger.
2) Emphasize your eyes to balance your features.
e.g. curl your lashes & apply a lengthening mascara
wear eyeliner tight against your upper lash line
wear eye shadows that allow you to contour your eye lids & add depth
avoid wearing your hair in layers that point to your lips; choose hair cuts that bring attention to your eyes instead

You don't have to make your lips look any smaller! So many people are begging to have big lips, and use medical tools and certain lip applicants to make them larger! Just consider yourself lucky that you have large lips!!

Lol, full lips look better then thin lips. So many confused girls want to alter themselves so badly, when they don't already know that they are beautiful the way they are.

The quick fix
To create a fuller looking top lip, use a lipliner shade that matches your lip color. Apply lipstick, then dab a shiny clear lipgloss or a lighter shimmery lipgloss in the center of your top lip. This gives the appearance of light and creates a fuller lip. Keep the lip line softer by using your lip liner sideways, as drawing with the point makes a cleaner, but harsher line.
To minimize your bottom lip, conceal the outer edge, then use a shade or 2 darker (than your natural lip color) lip pencil to create your new line, brush on lipstick, - keep the look more matte, which will minimize fullness, so don't apply gloss.
Corrective Lip techniques for the perfect pout
Whenever you are altering the shape / size of your lips, you will want to make sure that your lipstick is going to last. Using a lip pencil/liner first gives your lipstick / gloss a base to hold on to; some makeup companies make a primer that goes on before lipstick, liner, concealers to keep your lips primed all day.
If your lips are dry, always start with a little lip balm before lip liner application, so that the pencil doesn't pull or tear at the delicate skin on your lips.
First, if you are creating a totally new shape, you will need to block out your lip line with a concealer - matching your skintone on the bottom, and one shade lighter on your top lip as you are wanting to make it appear fuller.
Create a sultry new top line - just on the outer edge of your natural lipline (don't go too far over, as it tends to look theatrical), then fill your whole lip area in with a lip liner that closely matches your lip color (or to really emphasize your top lip, choose a shade or 2 lighter than your lipstick, as you are applying a lighter lipstick over top).
To balance your lips, complete your new look with a slightly less voluptuous bottom lip. Style a sultry new bottom lip begin by lightening the outer corners with a concealer that matches your skintone, or is a shade darker. Draw your new line just inside your natural lipline in your lip color, fill in with lip pencil concentrating at the center of the mouth.
Apply your lipstick with a brush and then the lip gloss over the top of your lipstick on your top lip.
You can set lipstick with loose powder then apply your gloss or a second coat, or use a lip sealer (some are pretty drying tho, as they contain alcohol to set the lipstick); or blot your first coat of lipstick with a tissue, reapply, blot again, then apply a very light dusting of loose powder through a layer of tissue (pull a 2-ply tissue apart, and use only one layer)to really give a long-lasting lipcolor. Finish with a final brush of lip color on the bottom, and to intensify your top lip a dab of gloss, shimmer or shine will do the trick!
