I have a whisper in-tank filter and I was wondering if it would be ok and still work if I completely submerged it.

On the website I bought it from it had "The filter will function effectively in as little as two inches of water in a turtle tank, or submerged inside an aquarium."

But I just received it and 2 of the pictures on the box show it hanging out about an inch...and one shows it submerged.

If is it marked as a submersible filter then yes, no problem at all and in fact will work best totally submerged. If you aren't sure, try to find the model name or number and we can probably help you more.

The top has to be out of the water, so the fresh water can cascade out. Otherwise water will come in, where it is supposed to go out.
Internal filters are good because they can work in shallow water, like reptile tanks, but they are not completely submersible.

A quick Google search yeilds that it's submersible, but looking at the way it's designed, I wouldn't, as it appears the bio-bag is in open air. If you put it completely in water, everything that is caught on the outside floss of the bio-bag would be released into the water again.

I'm not sure, i wouldn't b/c the water might ruin it, but if their not too expensive you could try so if it does get ruined you won't be out a lot of money!
