The top talent agencies work with celebrities.
They do not represent wannabe actors, unless one is referred by a celebrity client. Try to find a legitimate agent in the city where you live.

Do as much live theatre (preferably regional theater, they like to see regional theater on a resume).

Why do you want to know the 'top' ones? Many of them have been around for a long time and have had their share of big name talent. Creative Artists Agency, William Morris Agency, International Creative Management & United Talent Agency are probably the biggest, but there are sooooo many.

FYI, the top ones don't take newcomers, they only take name actors with credits to back them up.

Girl, you are not going to get any agents with that cupie-doll out fit. You are going to get some keepy joe who wants to bang you. You are asking for trouble and certain to get hurt.

I can see you are a beautiful girl. Get some professional color headshots done. You can get The Agency Guide from Samuel French with SAG Franchised agents. There are some for your specific age. At this point do NOT go to CAA, William Morris or Gersh (top agencies) unless you have some serious training. You will get laughed out of Hollywood Understand?

Good luck.
