Because if you look good in a mini then wear it and from my experience back when i was younger your legs develop some kind of tolerance to the cold weather so do your feet if you like to wear opened toe shoes in the winter.

Strange hey. We went for a drive down Brighton's beachfront, night-time of-course, during the day you cannot move there. It was a Friday night and i can tell you it was freezing, raining and the wind was blowing. Some girls crossed the road with no jackets on, dressed in summer-dresses, boobs showing they were obviously very very cold but try their best to stop their teeth from chattering, it is vanity for sure.

Well, if the woman has nice legs then why not show them off? Cold or Warm weather. (Their showing there proud of what they got) If they are fat ole dogs with all their flab hanging out over the top of the skirt as well as there dumpy fat legs, then yes I agree with the other answer's there desperate whores. Cold, windy weather???? Where are YOU! I wear short skirts almost all year. It has to be in the 30's or below before the skirts get to my shins. I'm 52 and feel more dressed up and comfortable in a short skirt.

Jeez, anyone who says that it's because they're whores is fat and jealous...just because you can't get your fat a.s.s. into a miniskirt doesn't mean someone who can shouldn't..
First of all, do you live at the top of the world, or what? Where is it still cold and wet??
Secondly, there are ways to wear a miniskirt in cold weather that are cute and practical. Like with tights, leg warmers and boots.
Thirdly, why do you care? It's their skirt, their body. Take advantage of the view.
