If the policy and procedures manual states, in writing, that you can't fraternize with other employees, then yes, they can tell you. But it has to be in writing. Some will have you sign a form. I worked at a place that had a religious affiliation and I was asked to sign that I would not drink or smoke, and would attend church. I was already doing those things, but I refused to sign it as a matter of principle. I felt that if they were not paying me 24/7 they had no right to tell me what I could do. However, fraternizing is different, because if you are in a management position you may be tempted to be influenced in your management to overlook or approve things to certain people over others. You might check with your HR director and have them actually define what is considered fraternizing. Is lunch with a group ok, whereas a weekend barbque or a shopping trip with a few employees isn't?

No! no boss has any right to tell anyone who they can or can't associate with. On or off the job, people have every right to interact with anyone they choose. Just because the boss is a stuck up snob, doesn't mean that you should be one too.

Many places don't want their supervisors to socialize with their employees as it creates favoritism and sometimes romance.
Do what the boss says if you want to be promoted some day.
