CGW was released a few days ago it is a Global Water resource play (seriously considering buying some) Others that were released recently include VEU (probably the best pure golbal; play out there and I own it up 11% since I bought it) and EXT (total earnings from US companies up 9% since I bought it).

Your question is downright scary.

One does not invest in an ETF because it's new. In fact some "new" ETF's come out just at the time a popular sector will turn down. You pick the ETF based on your asset allocation, risk tolerance, time horizon, technical & fundemental factors, etc.

As far as "Safe way to invest in small caps"......... there is no such thing.

Don't try to rush into investing. Read several books on investing. Learning and understanding is the only way to start in the market. NEVER INVEST IN ANYTHING YOU DON'T UNDERSTAND. Always have a plan. Have a specific reason(s) why you're buying a stock. Know your exit stradegy before you buy. DON'T GAMBLE. Don't take tips. Don't look to strangers who you can't verify their motives or qualifications to give you investment advice.

Investing takes some work. There are no short cuts.

As you know, ETFs (exchange traded funds) or holders trade like stocks, so are very liquid, and do not have the high fees like the mutual funds. Further, you can buy/sell them as you wish. They represent sectors or indexes, so buying them gives you the same diversification as the sector/industry/index, but with much less overhead!

I'll try to list some new ETFs later. SLV is relatively new. Meanwhile, here is a site with some basic stuff on ETFs.

Right now, the indexes are doing just fine. DIA, XLE, OIH are pretty good.
