I have a 95 Saturn SL2 manual shift, recently when coming onto an off ramp from the highway it will die (turn itsself off, what ever you want to call it) when I reach almost stopping position. I can always turn the key to off and restart the car. Why the heck is it doing that?

That's because in the highway you usually keep your engine working kind of hard.... for a long time and the minimun (the work of the motor in stop y low demanding state) change, something you can do is to keep your engine working (revolving) lowering in small amounts the work by keeping your shifts shorts so it can get used to the new state better.

cutting off when coming out of a high rpm situation is usually caused by a fuel filter clogging up. they are inexpensive, so you can have it changed cheap, or you can have the fuel pressure checked, That is where i would look first. Good Luck

Possibly the EGR valve is bad - that could cause the above scenario. Take it in and get them to scan for trouble codes.

Take it to a shop and have the error codes checked. You didn't mention if you were getting a fault light or not. There are many things that could cause the problems, so take it in and get it fixed. good luck

clogged idle ports/idle bypass in the throttle body won't let it idle when it comes down off of speed or part throttle. Have the TB cleaned out. Check your pcv valve also.
