About the best you can get for a pci slot is the X1550 or the x1300 (both radeon cards).
Nothing really faster then them, but don't expect it for 3d gaming performance.

The next best technology to PCIx is AGP. AGP 8x is the fastest AGP card available. You will of course need an AGP 8x compatible motherboard to get the full speed out of the card.
You will want to decide whether you want to go with ATI or nVidia as your main chipset manufacturer.
Then the next thing to decide is how fast the chipset will be. For example GeForce 7950 for nVidia or Radeon X1950 for ATI.
Next will be how much RAM you want. 512MB Ram seems to be the max available for AGP cards currently.
Once you have those criteria, you can start to look at things like pixel pipelines, if you are bold enough.
As you pick these criteria the list of cards gets narrowed down VERY rapidly. You end up with 2 or 3 cards tops that are comparable and can then decide on user ratings, price etc at that point.
A good place to look would be newegg.com as they give the ability to drill down through these types of categories.
If for some reason you have a very old motherboard that does not have an AGP slot, you can use the same method as above, just replace AGP with PCI in your search, again newegg or similar sites are good for these types of things.

PCI bus is very slow for graphics. It will just bottleneck/slowdown the best PCI graphics card. Better spend your money on a motherboard upgrade w/ at least 8x AGP. You will get better gaming performance that way.

It really depends what your going to be using it for and how much you want to spend. Personally I like ATI cards
