Is this an international scam? Do you have details?

I just received a call from this number. I went to http://whocalled.us/lookup/442075260330?r=1 and discovered that 18 other people have reported the number. I didn't answer because there was no other caller id information.

Well, I don't think I owe anyone money. But a bill collector with that kind of phone number in the US???
