Especially when they are the last drop off on the route.... There is more to this, I just want to know how to report it anonymously.

I believe that in the late hours of the night and the early morning, when the safety of the passenger is on the line , especially a child or a young woman, the bus driver should be commended for driving the person at risk to her driveway.
Such courtesy should be recognized as exemplary and beyond the call of duty.
If you are implying that the bus driver is somehow using the bus as personal transportation for his family and friends, or other nefarious criminal activities, phone the bus company manager or the police.

We'd have to know more about the facts because I'm not sure it's a bad or undesirable thing, even in terms of safety, for a bus driver to do that.

If they are the last person on the bus, I don't see why the driver couldn't stop and let them off, particularly if there's no one in sight waiting at a stop and it's safe to stop. The driver isn't obligated to do this, of course, but it would be nice of him/her to do so.
