You can use it as a battery charger for a few minutes, and then try a start. Be careful to check that the polarity is right, and that the battery is taking the charge, or you just might blow your electrics

you may be able to charge the battery for a while with it if there is a way to hook it to the battery and get it hot enough to start the car.

It would need to have sufficient amperage. Such a generator would be very expensive. The ones at radio shack only produce one amp perhaps.. maybe less. You need several hundred amps.

Depends on how much amperage output it has.
The more amperage, usually gets better results and quicker starts.
