why are the devil rays playing at disney and not tropicana?

Playing a few games in a different city is a good way to build interest; the Devil Rays want to be more than just the team in Tampa-St. Petersburg. They want to be the team for most of Florida.

This is also used as a way to let your local people know that you are interested in a new stadium or even a new city. Back in the 1960's the Chicago White Sox played some games in Milwaukee after the Braves moved to Atlanta. They knew even back then the the majority of the Chicago-area baseball fans were Cubs fans. They played some games there but did not move quickly enough to get the city of Milwaukee as their own.

The Brooklyn Dodgers also played some games in Newark, New Jersey before moving to Los Angeles. They were hoping to generate more interest with the New Jersey residents; they may have even moved there if the airline industry had not added the jets for making cross country travel quicker.

They want to be a regional team, so they are playing in Orlando to try to create more of a fan base. Think Red Sox - the Sox are New England's team -- their fan base stretches from Connecticut all the way up through Maine. The Rays want to be the team for central and northern Florida. So in hopes of being a more regional team with a larger fan base, they are playing their home games for a couple of series at Disney.

They are trying to expand their reach throughout FL. Now people can not come watch them in two cities.
