...The real answer is that the top three motivators vary from individual to individual, because the top three motivators are, in fact - the three strongest needs THAT HAVE NOT YET BEEN SATISFIED.
A lot of people may say sex...but that's because they probably aren't getting enough, and they feel the need strongly. If you get plenty of sex, you won't feel much of a motivator to get more.
If you feel life is in danger or your health is threatened, you'll be motivated by a strong need to create a condition of safety or well-being.
See how that works?

From the dawn of humanity we have had a few motivations that seem to govern our every behaviors. These desires/motivations are always in search of:
(the top three motivators)
1) food
2) shelter
3) clothing
Money can get us the above three and a little of the ones listed below:
4) community and friendships
5) sex
But since the 21st century started a sixth can be added which is:
6) education
Without these, I am a bit sorry for you and your lack of them.
You are not human! Maybe a former one!

The top three motivators for governing human behavior I would say are: emotional needs, physical needs and the environments that one is exposed to consistently.

Depends on what school of thought you're from. I prefer the humanist viewpoint. http://en.wikipedia.org/wiki/Maslow's_hierarchy_of_needs
