The relationship between White House and World Bank is not that the US has been given to appoint World Bank President while European Union will appoint the Chief Director of Global Monetary Fund. The reason why US appoint the World Bank President is both consensual and participative. Consensual, because it was agreed upon by all the members of the World Bank that US will appoint the President. Participative, because the US has the highest % of shares (I think 16%) in the World Bank. However, this means not that US will only appoint a US citizen at that position.

The White House dictates what the World Bank must do because America has the biggest stake in the bank.

It seems like you really have to make some leaps of faith to make this seem like obama is in the pockets of GE. Sure GE is benefited by energy efficiency because they have been trying to reinvent themselves as very efficient and environmentally friendly. There are plenty of other companies which would be aided by cap and trade legislation. Though, considering how badly that Jeffrey Immelt has handled GE since he became CEO and the effect he has had on their stock price, i can see your point on that matter. It was either a bad choice or looking at the other members of this board they were just picking people who represented sectors of the economy. GE being among the largest conglomerates it begins to make some sense, but not much. They also have big names from Oracle ,which is one of the largest tech firms, and bank of america.
