It was a budget surplus, the nation was still in debt. Anyway back to the question: it's not an oxymoron, it's nonexistent. Judging by all the spending I'd say that there are no conservatives in Washington.

Yes it is. I have never understood the notion that conservatives were good for the economy. when during almost every republican president there has been a financial crisis of some sort. The one that comes to mind and was the worse one was the stock market crash in 1929 under Herbert Hoover, a republican.

Conservatives have this chronic problem: they want to cut taxes for their rich political supporters (and usually for themselves as well) so they can keep getting the campaign donations. But they also want to stay elected, which means they can't go gutting social programs that people rely on. Thus, they end up with huge deficits on their 'borrow and spend' philosophy.
Democrats aren't so underhanded. They have no problem taxing people more in order to provide more services. Their problem is that they usually want to provide services that really aren't needed. So we get a lot of waste for our dollar.
The voters will waffle back and forth between wanting tax breaks, wanting a balanced budget, and wanting to eliminate waste, and wanting to do something to help people. Thus, administrations come and go, and no one party gains a clear advantage.
