It makes perfect sense, the pool cover has sunk below the level of the water and the asker wants to know how to get this water (and debris most likely) off the cover without having to drain the pool part way to get the cover back above water.

Unfortunately there really is no way unless you have a sump pump or some other way to get the water off the top of the cover but this is going to lower the water level anyway. The best thing you can do is go ahead and net all the debris off the cover and then undo one side so that it will sink then go to the other side and pull the cover out.

Short of this you need 6-10 strong guys to start at one end of the cover and stretch it back up or peel it off the pool.

We use a sump pump. You throw it on top of the cover and it sucks the water to the same level as the cover so that the cover sits on top of the water at the same level it did when you put it on in the first place. The water level stays the same because the cover holds the pump on top of it, thus not allowing the water BELOW the cover to be sucked out. In fact, Lowes now sells a pump that hovers to the center of the pool cover to remove as much water as possible without draining the level.
