Well they are right in one respect, you need to have color print cartidges installed in the machine, and they cannot be empty, even if you select B&W only in the printer driver, or the machine will not print.
If you select B&W, it will only use the black print cartridge, but it still puts mileage on the res of the consumables. I'ts a very expensive way to print B&W.

This printer has 4 cartridges and all 4 of them need to be in the printer before you can use it. It is primarily a color printer. Even though you can print in black and white, there is no point in getting a color printer just for that.
If you only want to black and white, you should get a monochrome only printer. This will save you tonnes of money, both in terms of buying it and also operating costs.
I've attached a link in which you can simply go and click on what features you want (B&W, no. pages a month, paper size, budget...) and it will list out the printers that match your needs. I believe you can get monochrome printers for less than US$100 and you can definitely get one within US$200.
Note: depending on how much you print, the general rule of thumb is that the cheaper the printer, the more expensive the operating costs per page printed.

The 2600N has four cartridges....cyan, yellow, magenta, and black. It can be set to B/W only. However, if you only want
a printer for B/W, why are you purchasing a color model?
We have a couple of 2600n's in our office suite. The consumable are not inexpensive, and HP has found a nifty way to prevent refilling at reasonable cost. There is a non-resettable chip in each cartridge which dooms it to death unless the chip is replaced.
Had we known of this lovely little feature, the 2600n's would not have found their way into our office.

that's the CD installer (a reproduction of, besides). Which it says on the link you gave. yet commonly with printers you are able to run the installer in the previous connecting the printer. Do what it says uninstall the equipment, disconnect the printer then run that application (the only you appropriate to) benefit. and spot if it rather works.

Sure it can, it has a black toner on its own as well as the colors.
When you print, under properties, you can set it to B/W only if you want to.
