PLease name some experiments or obsevations that support time dilation part of relativity theory.
Besides the 1971 cesium atomic clock business.... There have been other experiments, right?

There have been a number of direct experiments including atomic clocks placed on airplanes and satellites. Also, the GPS satellites have built-in corrections for the effect; if you turn off the correction (which has been done) they start giving the wrong answers.

There have also been direct observations of the decay times of particles in cosmic rays. the more energetic the cosmic rays (and hence the faster the particles), the longer they take to decay.

You are right time dilation is one of several relativity consequences like lenght contraction.
It is based on the Lorentz transformations and the Galilei axis.

It is theoretically possible and mathematical sure to dilate time,

For example if you have a brother on earth he is the same age as you for example 10 years old and you would travel in space with the speed of light for 1 year when you will come back to earth he will be 15 and you 11.

It's observed constantrly in muon decays. If you search, you'll probably find it.
