The 20th? In some places yes, but more and more it became an issue of who owned the papers. Hearst and Pulitzer in the early part of the century didn't need paying off, in fact they bribed many people in government to get what they wanted. So i guess the answer is B, false.

Define "common." It definitely happened. I am not sure whether I would say it was "common." By common does it mean that it happened a high percentage of times? Or does it simply mean that it happened a lot? Is it relative? Are we referring to a specific country or region?

This is one thing I hate about true-false questions. Too many what-ifs. Honestly, I don't think there is a right or wrong answer to that question, as worded.
