No, kids only stay free in a room with a paying adult. They must be supervised and cannot be left alone at the hotel.

I believe that usually means kids stay free with adults who are already paying for a room. Sometimes it can mean that the kids also eat free if the hotel has a restaurant, but that would also require that adults are staying (and paying) with them, and probably eating with them as well. Also, there's a minimum age for renting a hotel room, so unless the kids were old enough to rent a room themselves they couldn't be left alone in a room--and if they're old enough to rent a room themselves then they certainly don't qualify as "kids"!

Check with a specific hotel that offers "kids stay free" and see what the terms of the program are. It certainly involves a paying adult, but exactly what the kids get for free (room, food, etc) and what the age limit is for being a "kid" will probably vary by hotel.

Obviously you missed the fine print. It is "Kids Stay Free... with the purchase of an adult room." There is no exception to that.
