What is a multiplier used for when determing the clockspeed of a computer system?

CPU has a core speed, ie. 200MHz, the multipliers say 9x will give your CPU speed of 1800MHz or 1.8GHz

Almost all CPUs now has that locked down, so to overclock you can only do so by changing the FSB.
